Engr. Dr. Babagana Mallambe Mustapha

Honourable Commissioner

Dr. Babagana Mallambe MUSTAPHA was born on the 2nd March 1966 in Maiduguri the capital of Borno State. He had his elementary school in Maimusari Primary School  Maiduguri between 1978 – 1980 and his secondary education at Government College, Maiduguri between 1980 – 1985. He proceeded to the University of Maiduguri where he bagged a Bachelor of Engineering. (Electrical/Electronics) in 1992.

After the mandatory service year, he got a job with the Department of Electrical and Electronics Engineering of the University of Maiduguri where he worked as Senior Lecturer before he applied for Leave of absence in 2010. While in academics he obtained a Master of Engineering. (Electrical) in 1998 from Bayero University in Kano and Doctor of Philosophy Electrical (Control Systems) in 2010 from Abubakar Tafawa Balewa University.

His first appointment outside academics is with the Federal Ministry of Communication Technology between 2010 to 2014 where he served as Chief Engineer. Four years after he became an Assistant Director and later Deputy Director by 2018. It was from this seat that he was appointed as the Commissioner for the newly created Ministry in 2019

His achievement with the 16 years in academics creates the foundation for his present status. Within the period he served as Member of the Committee for the creation of Chemical and Computer Engineering Departments in the University of Maiduguri, He served as the Departmental SIWES Coordinator, External Examiner, Federal Polytechnic Damaturu, Head of Department, Electrical and Electronics Engineering Department University of Maiduguri, Tutor / Supervising Engineer, Installations of Solar Refrigerators for NPI programmes in Kebbi State. External Examiner (HND), Ramat Polytechnic Maiduguri Education to Hassan Usman Katsina Polytechnic, Katsina.

As an erudite scholar, he served as Resource Person for Accreditation Visitation Organized by National Board for Technical 26th -30th April 2010, Resource Person, Accreditation Visitation Organized by National Board for Technical Education to Moshood Abiola Polytechnic, Abeokuta., Resource Person, Accreditation Visitation Organized by National Board for Technical Education to Federal Polytechnic, Bida, Niger State.

Beyond this, he also served as External Assessor for Academic Staff of Federal College of Education (Tech), Gombe. Visiting Senior Lecturer ABU, Dept of Electrical Eng’g Zaria  Visiting Senior Lecturer FUT, Minna, Dept of Electrical Eng’g, Visiting Senior Lecturer NTNU, Abuja, Dept of Electrical Eng’g.

Dr. Babagana Mustapha joined the Services of Ministry of Information and Communications in 2010 when the Federal Government wanted to restructure the Telecommunications/ICT industry in the country, which led to the creation of the Ministry of Communication Technology in 2011.

He was deployed to Head the Frequency Coordination and Liaison Service section. The Section on behalf of the Ministry liaise with a number of National and International organizations, which deal with Telecommunications/Information and Communication Technology matters, Radio Spectrum Management & Satellite orbital resources; as well as advising the Ministry on their activities. The activities include:

  • To Maintain close liaison with stakeholders in the industry including operators, regulating bodies, manufacturers among others,
  • Carry out coordination with various national regulating agencies and interested parties in the use of radiofrequency spectrum and satellite orbital resources.
  • Carry out local and international coordination of Radio Frequencies for Space and Terrestrial Services and Orbital slots.
  • Carry out detailed studies and analysis of ITU circulars on Radio Frequency issues with a view to taking appropriate actions and making recommendations to the government.
  • Plan capacity building on the spectrum and new technologies in the area of mobile and satellite communications.
  • Serve as a focal point for Nigeria on communication facilities in emergency situations.

Dr. Babagana Mustapha has provided leadership in a number of Committees and Working Groups both nationally and internationally on the use of radiofrequency spectrum and also served in various other committees in the Ministry of Communications.

A member Nigerian Society of Engineers and a Registered Engineer with COREN, he had served in many Committees wherever he worked. Among these are members in various committees in the Faculty of Engineering and the University of Maiduguri. Member/Secretary in various Committees in the Ministry of Communications. Chairman/Member in various Working Groups of the International Telecommunication Union (ITU), African Telecommunication Union (ATU), and Economic Community of West African States (ECOWAS) on Telecommunications/ICT matters. Vice-Chairman, Committee 3 (Objectives), in the International Telecommunication Union (ITU) 2017, World Telecommunication Development Conference (WTDC-17) which, was held from 8th – 20th October 2017, Buenos Aires, Argentina. Member, Faculty Board of Engineering, Veterinary Head, Technical Support to the Chairman International Telecommunication Union 2015 World Radiocommunication Conference (WRC-15), Geneva Switzerland. Head of Department, Electrical / Electronics Engineering, Unimaid Head, Frequency Coordination & Liaison Service, Ministry of Communication, and today he is the Honourable Commissioner, Ministry of Science, Technology & Innovation.

Within 25 years after taking a career in academics, he had attended 37 conferences and workshop, Co-author a book, and had 32 Journal and Conferences publication to his credit.
